1865: Taking the Oath
In 1865, Virginians began rebuilding their devastated economy, but hundreds of thousands of former Confederates and newly emancipated African Americans needed food, shelter, and fuel. Union troops occupied many cities and provided rations and other aid to residents in need. Their presence was resented by whites, who were required to take a loyalty oath in order to receive aid, reopen businesses, vote, or obtain licenses. |
