Lewis Hine became an investigative photographer for the National Child Labor Committee -- an organization committed to the abolition of child labor -- in 1908. During the next decade he traveled around the country -- including Virginia -- photographing the working conditions of children. In 1938, the federal Fair Labor Standards Act set the minimum age of employment at fourteen. |
