Part of Virginia's legacy to the West was its land policy. On acquiring a grant, a Virginian could stake out a parcel of land in any shape that would encompass the best terrain. In this manner, Ross County, Ohio, was settled. This was "the Virginia Military District," land west of the Scioto River that had been set aside to pay Revolutionary War veterans. Land east of the river was laid out as a grid in neat rectangles.
