Virginia's major towns -- Richmond, Norfolk, and Alexandria -- did not keep pace in the early 1800s with Baltimore, Philadelphia, and New York. At the time of the Revolution, Virginia's commerce was four times that of New York. By 1853, New York's was 360 times greater.
