When the city of Austin, Texas began to expand its collection of public art, Oliphant was invited to create a statue honoring Angelina Eberly, a local hero. In 1842, Eberly fired a cannon to alert the sleeping citizens of Austin that the Texas Republic's archives were being removed secretly by Sam Houston's Texas Rangers, with the goal of moving the capital. Austin won the ensuing "Archives War," and remains the capital of Texas to this day.

After a lengthy fundraising campaign, Oliphant sculpted the word in wax at the New Arts Foundry in Baltimore. His energetic, voluptuous Angelina was unveiled on Congress Avenue in 2004. It is now an icon of downtown Austin.
