Herbert H. Lehman (United States 1878-1963) Politician and philanthropist. After ten years as Governor of New York State, he served as Director General of the United Nations Relief and Rehabilitation administration (UNRRA) from 1943-1946. UNRRA was one of the predecessors of the United Nations High Commissioner for Refugees which was created in 1959. |
