This memorial was erected in 1880, a gift from a teetotaling dentist named Henry Cogswell. He donated water fountains to cities so non-alcoholic beverages would always be available. The water fountain part of it doesn't work anymore (note the plain one in the foreground) but in its day the water spouted from the crane.
