The model was fabricated for the 1965-68 renovation of the building for occupancy by the National Portrait Gallery and the Smithsonian American Art Museum. After years of neglect, $5,465,000 was appropriated by Congress for the project, but when construction bids exceeded this amount by 35 percent, the scope of work had to be reduced and compromises made. |
