More than 700 apartment units are planned

Starting next month, construction will get under way on one of downtown San Diego's largest housing developments, following the approval Wednesday by Civic San Diego of the $250 million project.

Located east of the ballpark along Park Boulevard and Imperial Avenue on what is now a surface parking lot, the planned 37-story apartment tower and surrounding low-rise buildings are part of Ballpark Village, originally conceived several years ago by JMI Realty, the developer of Petco Park. JMI, which is partnering with Lennar Homes, is former Padres owner John Moores' development company that master-planned the district around the ballpark, which opened in April 2004. ...

The 3.5-acre housing site -- the equivalent of three city blocks -- is one of the company's last remaining pieces of ballpark-related property. The Ballpark Village development is seen as another key catalyst for the continued revitalization of East Village. ...

In all, the project's 720 units will be spread across the 400-foot tower and three six-story buildings. Ground floor retail totaling more than 55,000 square feet is also planned, as well as a 1,214-space parking garage.

Upper floors of the apartment tower will offer views out to the bay and city skyline, as well as partial views into Petco Park. And a pedestrian plaza, with cafe-style seating and public art, could eventually be home to farmers markets, car shows, bands and other special events, Chatfield said.

The first apartments would be ready to occupy by the third quarter of 2017, with completion of the project targeted for the second quarter of 2018, Chatfield said. He estimates that it will generate as many as 1,000 jobs during the construction period.

Although some thought had been given to including condos in the development, JMI and Greystar ultimately opted to make it an all-rental complex, consisting of mostly studio, 1- and 2-bedroom apartments, plus nine 3-bedroom units and four live-work units. The apartments will range in size from 560 square feet to 1,400 square feet, said Bob LaFever, a managing director with Greystar. Within the complex, there will also be 27 affordable units.

"Rental is primarily what our company does, and this makes for a great for-rent asset," LaFever said. "And there is strong rental demand."

All of Ballpark Village encompasses about seven acres, but the remaining acreage is undeveloped. Chatfield said JMI is working on plans for a 1,600-room hotel there but it would likely require an expanded convention center to move forward, he said.
