Existing comment: * To manage the financial operations of the country -- there was not yet even a common paper currency -- Hamilton proposed establishing a national bank. The federal government would control one fifth of the bank, and the remaining portion would be open to private individuals. The bank's ten million dollars of capital would be used for government activities as well as to promote economic growth. Many politicians were leery of banks, which they viewed as harmful to the working class and helpful only to the elite.
