As Chief of Naval Operations (CNO), Admiral Elmo R. Zumwalt Jr. communicated directly to the fleet through naval messages titled "Z-grams." Of the 121 Z-grams, 92 were within his first year as CNO.
The Z-grams were Zumwalt's outward way of humanizing the US Navy through messages that improved retention rates and the quality of life for servicemembers. |
