After two African-American soldiers stationed at Camp Funston, Kansas, visited a local theater in February 1918, Maj. Gen. CC Ballou issued Bulletin 35 stating that "colored members of his command... should refrain from going where their presence will be resented." In this letter to President Woodrow Wilson, journalist Ida B. Wells-Barnett criticized the "vicious and undemocratic" bulletin.
