In February 1966, the United States resumed bombing in North Vietnam in an effort to eliminate the Viet Cong. At the same time, the government in Hanoi, using its preferred term “Viet Minh,” declared it solely represented Vietnam. Despite the Johnson administration’s request, the United Nations Security Council refused to use its resources to pressure Hanoi because Vietnam was not yet a member country. With neither side willing to negotiate, peace appeared impossible.
