Daybreak revealed the appalling extend of Johnstown's tragedy. As one observer wrote: "Hands of the dead stuck out from the ruins. Dead everywhere you went, their arms stretched above their heads." Relatives and friends searched desperately for loved ones, while others, in a state of shock, roamed aimlessly about the city. Substantial help would not arrive for another 24 hours, but in the meantime, many survivors found food and shelter with families who lived above the floodline.
