General Hastings, chief-of-operations of the state government's relief effort, assumes control of Johnstown's emergency recovery. He supervises the diverse relief agencies already at work in the valley, and coordinates their activities: feeding and housing relief workers, clearing away debris, helping local businesses reopen and distributing clothing, food, building supplies and temporary houses to flood victims. Hastings remains in charge until July 8, when the city is returned to civilian authority.
