Although the 2003 UN Joint Statement shied away from labeling the Holodomor as genocide, it was an important recognition of Ukrainian and other victims of the Soviet regime. It was signed by 24 countries including the Russian Federation. The statement ended with the hope that "exposing violations of human rights, preserving historical records and restoring the dignity of victims through acknowledgement of their suffering, [would] guide future societies and help to avoid similar catastrophes in the future."
