Existing comment: Captain James St. Clair Morton, born in Philadelphia, was a West Point graduate, a member of the Corps of Engineers, and a noted theorist on coastal masonry fortifications. Promoted to chief engineer of the Union Army of the Ohio, in August 1862 he was ordered to design and build fortifications around Nashville, the largest of which was Fort Negley.
