The protocol in place on September 11, based on previous experience with hijackings, leads the aviation industry and the FBI to recommend that airline crews refrain from attempts to overpower or negotiate with hijackers. Instead, crews are trained to delay and cooperate in hopes of safely landing the plane. The strategy operates on the assumption that hijackers will issue demands for ransom, asylum, or release of prisoners. The Common Strategy offers little direction for a suicide hijacking.
