This is the Russian Compound that President Carter approved for the Soviet Union during a thaw in the Cold War. This was where the Soviet personnel were to reside in exchange for a new location for the American compound in Moscow.

There was some shock though since the American compound was located on a low area of land in Moscow whereas this spot is right near the National Cathedral--the highest spot in Washington DC. From here, the Soviets would have had the ability to electronically spy on most of official Washington DC, pointing various devices at places like the State Department, the White House, and the Vice President's House. Needless to say, the intelligence community in the United States was upset.

Of course the Soviet Union fell apart soon afterward. The spying apparatus may have also done the same.
