Existing comment: Between January and August 1933, Paul Jennewein's model for the relief over the main entrance, Constitution Avenue, went through eight refinements, of which numbers 2, 3, 4, 7 and 8 are seen in the photograph above. in the models the sculptor worked out problems of subject matter, composition and individual details. In the final version, Jennewein was forced to add fig leaves for the male figures at the insistence of the Commission of Fine Arts. The inscription "Lege Atque Ordine Omnia Fiunt," from Pliny the Younger's Epistles, means "By law and order all is accomplished." The figures represent (left to right) Law, Prosperity, Opportunity, Peace, and Order.
