During his inaugural parade, President Kennedy noted the dilapidated state of the north side of the Avenue. He appointed a Council to recommend improvements. Their advise for the Federal Triangle was: "Finish it!" Only the spire of the Old Post Office would remain in the completed Great Circle.

Protesters at the Old Post Office, 1971:
A local citizens' group calling itself "Don't Tear It Down" demonstrated against the planned demolition of the Old Post Office. Inspired by the National Historic Preservation Act of 1966, these activists won local landmark statue for the building.

Model of the Final Triangle Building, 1989:
The original design for the Triangle called for a courtyard known as the Great Plaza. When funds were cut, the Plaza became a vast parking lot. This eyesore remained until the 1990s when work began on the Triangle's last component, the Ronald Reagan International Trade Center.
