The Battle of Antietam on September 17 provided the Federal victory Lincoln needed to issue this presidential decree. The Emancipation Proclamation freed, as of January 1, 1863, all the slaves in the Southern states under Confederate control. It marked a dramatic change in the focus of the war. |
