Existing comment: According to https://www.washingtonpost.com/local/trafficandcommuting/dc-council-to-take-final-vote-on-new-e-scooter-regulations/2020/10/19/660f5cce-121f-11eb-bc10-40b25382f1be_story.html , the D.C. Council back in October approved legislation allowing the number of vehicles to increase -- where before 7,000 scooters and 4,000 e-bikes were allowed, by October 1, 2023, 20,000 would be allowed -- but also required that "services provide a way for the devices to be locked to racks or poles." That requirement goes into effect on October 1, 2021.
