Our Legal 10 year goals in 2000
1.To strengthen/consolidate the legal & legislative foundations of pgm: In 2000, City Council transferred HPO from DCRA to OP; transferred SHPO title to Dir. HPO; passed demo by neglect; increased fines for violations; established Sec. 106 rev. for City agencies; HP grants for affordable housing.
2. To bring a legal/procedural order out of very generalized and sometimes inconsistent HPRB permit decisions: our 9 page regulations and then guidelines were strengthened; loopholes closed; terms defined; precedents established; an overall legal framework consolidated.
3. To create a site at Georgetown Law School www.ll.georgetown.edu/histpres where all 175 Mayor's Agent decisions and 25 Court cases would be published, freely available to all, indexed and summarized, to become a type of precedential guidance system for applicants. |
