In October 1962, the Department of Interior included Blackwater as one of 47 projects in the Accelerated Public Works Program, giving money for refuge recreational opportunities for the first time.
A Visitor Center, expanded Wildlife Drive, walking trails, and pavillion area with picnic tables and restrooms were developed for public use. |
