More than 11,000 constitutional amendments have been introduced in Congress.
Some of them were proposed to call attention to an issue, some as satire, some to allow a member of Congress to take a political stand, and some were very serious appeals to resolve pressing problems.
What most of these proposed amendments have in common, though, is that they failed to be enacted. Only 27 of the more than 11,000 proposed amendments have been ratified to become part of the Constitution.
