George Cortelyou, secretary to President Theodore Roosevelt (1901-09), at his desk, 1901. Cortelyou implemented office procedures that made the White House more business-like. Leaving nothing to chance, these rules set strict hours for office staff, required them to clean off their desks every day, and mandated dark suits. These rules even includes procedures for disposing of wastepaper and riding horseback with the president.
