This is the Salt Lake City and County Building. In 1890, the city started building a city and county building just two blocks from Temple Square. That same year, however, voters elected the first non-Mormon mayor and city council and they stopped construction of the building. Instead, they approved plans to build the city and county building in a more non-Mormon section of the city.
