Lt. Col. Henry Wells commanded military police in Union-held territory south of the Potomac River, where he helped to capture Abraham Lincoln's assassin, John Wilkes Booth. After the war, Wells, formerly a Michigan legislator, moved to Richmond and in 1868 during military rule was appointed provisional governor. He failed to win election in 1869, then served as U.S. Attorney for Virginia's Eastern District.
