Mostly written by Hamilton, the Address was never read but instead first appeared in a Philadelphia paper on September 19 ,1796. It warned of the danger of political parties, called for unity within the government, and endorsed religion and morality. It addressed the importance of taxes and debt in sustaining the federal government and rejected permanent alliances with federal nations. |
