What Jefferson got from the deal of 1790, by which the federal government assumed state debts, was the removal of the capital from New York City to the shores of the Potomac.
Many thought the move was fraught with uncertainty, and that the selection of Philadelphia as an interim capital (while the city of Washington was built) was finagled by corrupt businessmen of that city.
