The Confederate States Navy could never be as large as the U.S. Navy, so it used technological innovation -- ironclads, submarines, torpedo boats, and naval mines -- to try to gain an advantage. In February 1861, the Confederate navy had thirty ships and eventually grew to 101 vessels. Commerce raiders were also used to disrupt Union merchant shipping.
