During the Revolutionary War, George Washington, as commander of the Continental Army took his orders from the Continental Congress, civilian representatives who directed the war effort. After the war, when some of the Army's officers wanted to threaten the fledgling government, Washington appeared before them at a tense meeting at Newburgh, New York, and convinced them that for the nation to succeed the Army must remain under civilian control.
