Per the Residence Act of 1790, Congress specified that the "Territory of Columbia" be located along the Potomac River, between the Eastern Branch (the Anacostia River) and Conogochegue Creek (near Hagerstown, Maryland).
This "Territory" was to encompass no more than "ten miles square."
President Washington selected an area at the southeastern-most edge of this designated region.
