During the Great Depression, the Immigration and Naturalization Service received many complaints -- including this 1934 telegram -- that Mexican workers were taking jobs from American workers. A 1943 telegram to the Commissioner of Immigration, however, claims that Mexican laborers were "absolutely necessary to harvest vitally essential war crops" during World War II because of wartime labor shortages.
