President Franklin D. Roosevelt signed the Fair Labor Standards Act of 1938, thereby introducing America's first federal minimum wage: 25 cents per hour. The law excluded agricultural and service workers at a time when most African American workers fell into one of those categories. Because restaurant workers and Pullman porters were not covered by the law, they had to continuing relying on tips.
