The COVID-19 Delta variant is spreading in the community, and the County has reached "substantial transmission" level. Substantial transmission means the County is experiencing:
* An average of 50 - 99.9 new cases per 100,000 persons in past seven days or
* 8 to 9.99 percent test positivity [sic] during the past seven days.
