1930s Civilian Conservation Corps

Shortly after the refuge opened in 1933, a Civilian Conservation Corps (CCC) camp was set up at Blackwater. During the Great Depression, the CCC was a work program for youth administered by Army officers. The enrollees, as they were called, provided labor for the initial operations of the refuge. They built roads, cut drainage ditches, and constructed one of the first dikes.
